Improving multi-agency response to Road Traffic Collision Name: Course: Tutor: Date: Abstract Road traffic accidents are one of the major causes of death and economic loss in roads in the modern world. The main purpose of this project is to improve multi-agency response to Road Traffic Collision through joint training and exercises. The aim is to develop a project that provides a model for all road users through the involvement of all stakeholders. The trainers in the implementation of the designed measures will be given regular orders in order to remain up-dated. The project is based on consultation in order to involve everyone in the implementation of the intended measures. Introduction Serious accidents occurring on roads are an issue to most of the members of the society. Reports of accidents are recorded every day in most parts of the world. Almost everyone has been affected in one way by the accidents. The number of motor vehicles is increasing everyday and consequently the number of accidents too. Joint training and exercise can assist in the improvement of multi-agency response to Road Traffic Collision. It is very important all the people with specific responsibility in road emergency response receive joint practical training in the use and execution of the jointly recommended national and international emergency response measures. This will enable these people to practice their skills and to become familiar with participating in the efforts to reduce road traffic collisions in a wider scale. It is of great significance that those with responsibility in case a road traffic collision occur. It is through this that they will be able to work together to implement the appropriate response and preventive measures. This can occur through comprehensive planning and training of all the involved personnel. Training should involve communications exercises, small-scale response exercises, full-time simulations involving the transport industry, health professionals, emergency services as well as other responsibilities in the involved areas. AIM To improve multi-agency response to Road Traffic Collision through joint training and exercises Objectives The main objective of the project is to reduce the number of Road traffic collisions through the joint training To identify the main reasons that cause road traffic collisions To empower road users on ways and means of preventing road accidents To train response teams of the possible ways of implementing plans to enhance effectiveness To provide information on the nature and manner in which road collision accidents occur To inform the response teams of the appropriate actions to take in case a road traffic collision occurs To identify the possible risks to road traffic collisions Benefits The project has the prospective of delivering human, economic and environment benefits to the whole society when there is an improvement in road traffic collision through joint training and exercise. Since traffic, accidents are the major causes of death and injury for young people. Some of the basic benefits of the project include: Reduce the chances of getting killed or injured Reducing the chances of ending up in prison Identify possible measures to reduce road traffic collisions Device a simple technique to cater for safety need of road users Increase the participation of various agencies towards the prevention of road traffic collisions Costs The costs refer to the total expenses to be incurred in the execution of the project. This will range from the expenses in determining the major causes of road traffic collisions to the expenses of training the staff involved in the training process. Some of the agencies involved in response to Road Traffic Collisions include law enforcers, fire and rescue teams, emergency medical services, and transportation agencies. The main task of the project will involve training the relevant personnel on the best practices to respond to road traffic collisions in the roads. The law enforcers will be trained on the appropriate exercises to respond to road traffic collisions. The law enforcement teams include the national Police and Highway Patrols, County Police and County Sheriffs. They will be trained on the most appropriate ways of securing the incident scene and providing emergency medical aid until medical providers arrive. The law enforcers will also receive some training on the appropriate means of safeguarding personal property, carrying out accident investigations, and supervising scene clearance. The fire and rescue teams will be trained as per the county and municipal fire departments. The training will be providing through mutual aid agreements between the parties involved. The fire and rescue teams will also be briefed on their roles and responsibilities in curbing road traffic collisions. The teams will receive training on protecting of incident scenes, suppressing fires in incidences of road collisions, and acting as incident commanders. They will further be trained on ways of securing crash victims from contaminated areas, wrecked vehicles, and arranging for the transportation for the injured. The major responsibilities of the Emergency Medical Services (EMS) are securing, treatment and transport of victims of road collisions. The EMS staff will receive training on ways of providing advanced medical care to victims, removal of medical waste fro accident scenes and determining the precise causes of accidents. The transportation team will receive training on the best means of safeguarding the accident scenes and offering motorists the appropriate information. Precedence Chart The precedence chart is a list of the tasks organized in order of their priority. It gives the management team an opportunity to familiarize themselves with the tasks and prioritize them according to the project’s implementation plan. The precedent chart also shows the specific dates of executing specific tasks every month. Some of the main reason identified as the main causes of traffic collision include: Defects in motor vehicle parts. These include breakage of some body parts, which lead to tyre busting of moving vehicle and loose, or failure of brakes. Because of these, the drivers loose the control of the vehicles while driving leading to collisions. Driver mistakes also lead to collisions. Some drivers overtake at the wrong places, turn abruptly, or stop without signaling leading to collisions. Environment around the roads can also lead to road collisions. Other road users such as bullock carts, cycles, pedestrians, and children can be a cause of road collisions. Defects in roads can also result to collisions. The total cost of implementing the project will include the expenses of analyzing the main causes of road traffic collisions. Staffing Staffing involves assigning the roles and responsibilities of the projects to particular members of the project management team. The staff members that will be involved in implementation of the project include: Project Director: This person is involved in overall control of the management of the project execution. The project manger is answerable to the project director. Project Manager: is responsible for overseeing the completion of the project. The project manager will develop the project plan and controls the project team’s performance towards execution of specific tasks. The manager will be responsible for communication on matters concerning risk management, emerging issues, and progress of the project. Project Secretary: will be involved in maintaining all the records of the project process. Risk Officer: will be in charge of managing the risks that the project might face in the execution. Lead trainer: will be responsible for controlling all the activities of the trainers. He will facilitate the training process by ensuring that all the training materials are available whenever they are required. Trainers: these will be involved in the actual training process of the members participating in the project. Risk Management Plan The risk management plan describes how the project management team will conduct the exercise of managing the project of improving multi-agency response to Road Traffic Collision through joint training and exercises. The plan defines the roles and responsibilities of handling the risks involved in the project. The project manager will assign the responsibilities of managing the risks of the project to the risk officer and identify the person in the project’s organization chart. The project manager and other members of the project management team will meet every week to assess the status of all risk management efforts. Some of the risks that face the project include rejection by some of the teams involved in the project. The Risk Officer has the responsibility of convincing all the members in the project of the importance of the project. The risk officer has the responsibility of controlling the effects of the risk by seeking other parties to participate in the project in case some members withdraw from the project. Another risk that the project might face is failure of the planed budget to accomplish the project. The members of the Project Team might demand for more remuneration due to the demands of the training process. The trainers might find the training process much taxing and thus demand for more pay. The Risk Officer should be prepared for such an eventuality. The officer should have plans to handle such an eventuality should it occur. The possible measures would be to source for more funds to cater for the extra demands. Documents Management Plan The purpose of the documents management plan is to handle repositories of documents and historical information for the project. The documents management plan will be reviewed every year and up-dated when necessary, due to the continuous progress of the improvement efforts. The purpose of the document is to outline the roles and responsibilities of the project management team and outline the infrastructure applied by the team to accomplish document management. The project staff will use the SID standard tool iManage for project management. The document will list the number of activities to be carried out by the project management team. Conclusion Road traffic accidents remain a major challenge to the road user in the modern society. The aim of the project is to improve multi-agency response to Road Traffic Collision through joint training and exercises. Although all the members of the project team are important towards the implementation of the project, the trainers will be the main players the implementation of the project. The success of the project will be based on the contribution of every member of the Project Team as well as other participants in the project.
